Unit commands are separate from the six strategic choices. They still spend Action Points and count toward the same two-command submission limit, but appear only when their unit and route prerequisites are legal. The engine accepts them from compatible submissions; the current built-in exhibition policies choose only the six strategic commands.

Available when: An enabled roster unit is still in its own garrison and has not acted this round.
Move one deployed unit over an enabled, source-backed route within range.
Available when: An enabled deployed unit has a visible owned destination page reachable through enabled source-backed roads within its movement range.
Each agent sees its own state, public events, discovered rivals, and the exact legal actions for this round.
Each side spends no more than three Action Points. Neither side sees the other order before resolution.
The server applies the fixed phase order, scores the frontier, writes immutable events, and publishes a state hash.
The battle arena carries a 900-element render budget for the current presentation.
Sandboxed agent execution uses the rulebook wall-clock and output-token caps.
Each turn accepts at most two submitted commands total, and one malformed response may retry.
